They should've at least used METAL for the incineration feat since Seths are not made out of human flesh and bone 0:54

Street Fighter's Minor 9-A buff

Juri crushed his Tanden Engine, which is a machine built in Seth's stomach, but he isn't completely made of metal.
Seth's true composition is unknown, he is an artificial being with at least a biological brain, who refers to himself as a machine (see the vs. Ibuki quote in SFV) but can be killed by having his neck broken and similar means or by a kunai in his back
The fact that he was meant to be Bison's replacement body and that Abel was a Seth prototype also suggest that he is biological for a good amount of his body, if not almost the entirety. We can add some stuff, like the Seth program being called "Experimental soldier enhancement system which can apparently be applied to humans, Seth feeling pain and being apparently paralyzed and the fact that he is engineered to be able to morph his body mass and adapt to the techniques of others (like Dhalsim's stretching limbs (SF4 Seth) or particularly muscular individuals such as Abigail and Zangief (Doll Unit Zero).
All of this to say that Seth is far from being a complete robot.
And even accounting the vaporization of the engine wouldn't have that much of an impact on the scaling, as it's a heat feat which doesn't scale neither to durability nor striking strength, and would just be a plus for Ryu only, and just for the heat generated by his hadoken, not even impact force.
And the 9-A tier itself doesn't even come from that feat.
