I believe that they should get 4-A environmental destruction and possibly Low 2-C up to 2-C, when they choose the Galactic Nemesis ascension perk and finish the Aetherophasic Engine.
The justification for 4-A is that the completion of the Aetherophasic Engine creates a backlash that detonates every star in the galaxy. For justification for Low 2-C, this is because a civilization that constructed the Aetherophasic Engine transmits their consciousness to a higher plane of existence where they will no longer be bound by the limitations of the physical world and where time would have no meaning and the very fabric of the universe is theirs to manipulate as they deem necessary. They also connect the Shroud to what I'm assuming is the universe which I believe may be a 2-C feat although I'm iffy about it.
