Breaking necks can be done by regular people iirc

Depends on the size of the universe

Supersonic, iirc

Athlete / Street level

Entirely dependent of the size

Usually Supersonic-Supersonic+ but there are situational instances where it can be higher

Athletic to peak human.

Deoends on the size and contents.

Depends, can vary widely, Star Platinum catching a bullet was calced at like mach 70 while Crazy D was roughly mach 3.

Creating a pocket universe is typically just considered hax, unless the Pocket Universe said person created was around the size of the Universe itself. (But than it isn't really considered a Pocket Universe, now would it?)

Catching a Bullet is very arbitary, What gun, How far away is the person shooting from, how long did it take for the character to actually attempt to catch it? It could require Hypersonic speeds, if not higher if the conditions are right, or it could be just be Supersonic, if not lower.

The dimension appears as a building from the inside with rooms and everything else

Than it's just hax.

Mmm, I'm honestly too lazy to find the distance, but just eyesoaring, it looks to be around 3 meters apart, and your average bullet is 762 m/s. So... (0.1778*762)/(3)=45.161m/s. The distance the wrist had to close wasn't that much, however the results are a tad bit lower than it should be, considering there hand actually traveled a bit further than this.
