If a character directly states that an explosive is say a 5 megaton bomb, but the damage it gives is shown to be less than that, what end do you go with?
 
Fairly sure we go with the higher end as long as it isn't a massive outlier, but I am new here

Environmental damage should'nt downplay statements, since we aknowledge the difference between AP and DC
 
It depends. If the characters can condense their power or something similar then you could argue the blast had that much AP as we treat AP (Attack Potency) and DC (Destruction Capacity) differently. However, if it was suppose to be an explosion that was ment to cause 5 Megaton Bomb "destruction" but caused nothing close to it, then we wouldn't accept the statement as it was clearly not true.
