Standards regarding Famous References

So basically, if a character references another extremely famous character, and then says "I can do something like that too" in context any specific ability of that character, can we give the first character that ability that the famous character shows?

For example, let's say character A references Spider man in his analogy to explain one of his own abilities, and says "remember how spiderman could use his powers to jump from building to building etc." and then later says "this ability basically allows me to do something like that", can we at least give character A abilities like Adhesive Manipulation and Surface Scaling based on that? [on the scale that is being referenced].

What if they actually proceed to perform an example to show that they can indeed do the same thing as the referenced character, although only on the context they are referencing the famous character as?

Like in Spider man's case, what if they just proceed to show an example by doing the same thing[jumping from building to building via something "sticky"] except rather then buildings, they're doing it from tree to tree.
Ofc, I know the scale of their ability would be limited to that, but the question is if they can get abilities like surface scaling, even if they only showed the adhesive manip part, or vice versa, as long as the example feat was solid?
