I dunno man, using his fight against Cap in Civil War is a bad reason for a downgrade.
Spidey even admitted his problem was that he needed to fight him Spider to Man instead of Man to Man, and held a level of respect for Cap that made him hold back. That, and inconsistencies are nothing new.
That's just my two cents, there could still be other reasons. It just shouldn't be that one.
