What's the difference between reaction speed and perception speed

I couldn't figure it out myself
 
From what I understand with how the wiki treats it, it's just the difference between perceiving and reacting. It's easier to understand with an example.

Let's say, someone threw a rock at you going at X m/s. You can still see the rock moving. But you couldn't react fast enough, only stare at it at Y time before it hits your face.
Seeing the rock's movement is perception speed. Reacting within Y time is reaction speed, whether you move your head away or lift your hand up to block the rock.
 
Now that's make me question the difference between reaction and combat speed
