From what I understand formation of creation of Space-Times like the Big Bang that aren't treated as an expansion of energy and just form into existence, it's just unquantifiable according to Ultima. (Though here it's clearly no less than infinite speed)

I think this can be immeasurable since the character is clearly outrunning something that is coming into creation from a focal point. And the context seems to show us that time itself is being created from this wibbly wobbly timey whimey thingy, which only adds to the richness.

Same thing as outrunning a big bang (if it isn't created through a expansion of energy), still unquantifiable (though it's infinite here thanks to some of the other stuff here)

Yes but it's an expansion of energy for those guys, here it's seem more like a real life big bang (theoretically speaking) which is unquantifiable.

I wouldn't say it's like a big bang exactly. A lot more context is missing tbh. Like, why is that guy running away? How is he so fast? Who started that thing? How did he survive so long? How long has he been running?

It's because the wiki here defines automatically that big bangs that create space-times are also creating it's own timeline (unless the verse has weird rules)
