Since Shuda's Profile doesn't go into detail, I'll explain Shuda's character
As for his range it extends to any place he's familiar with i.e. if he knows your location, he can attack you. He was given an Unknown rating based on the fact that is somewhat variable.
As for Hax, he mainly just has explosions but can use them in a variety of ways. If caught in it, you are immobilized. He can also create undodgeable explosive inside an enemy in order to damage their internal organs. And if Shuda doesn't know the exact location of his enemy, he creates a barrage of explosions around them. It's very in character for Shuda to start with explosions and just requires the movement of his arm to activate it.

Probably. He created at least a 3km sized explosion and reached somebody while he was above mid-level clouds while they were on the ground.
