Devastator's AP advantage is really the only thing going for him.

Shockwave is a much smarter opponent and easily more agile, meaning he could just avoid any hits from Devastator. And the Driller could very easily just distract Devastator, with it's sheer size, Devastator is going to have a hard time destroying the entirety of it, nd certainly not while Shockwave is shooting at devy.
