Yes besides it can negate type 9 immortality I believe

682 initially may not have range to hit something that is on 5d plane (not physically 3d right) attacking it but will eventually develop a way to reach Avatar, kill it, and negate its immortalities and regeneration

Arceus can at most force an incon by never attacking 682, if he has no passives, with prior knowledge he might avoid attacking and maybe force an incon
