Ok, assuming Pennywise doesn't decide to flood the entirety of NYC (which would miiiiight qualify as incapacitating or BFRing Sadako...?), their respective forms of immorality and defensive hax might actually cause the fight to play out for weeks, months, or even years, even hypothetically stretching until Pennywise needs to hibernate.

But considering how Pennywise has Clairvoyance and Telepathy, he might actually figure that out really quickly.
 
With that in mind, I'm honestly unsure of eithers' options here outside of "lol flood/storm" or "lol waiting for hibernation".

The start of the match is basically Sadako making corporeal Pennywise instantly drop dead before he just respawns, popping out of thin air.
Meanwhile, Pennywise can't even touch her in the first place.
Pennywise could try "paralyzing", but that only work if he was damaged or voluntarily revealed the Deadlights, but that only causes catatonia, which is at least partially neurological in cause so I'm not sure why it work on a ghost.
Deadlight's absorption wouldn't conventionally work since, once again, he's dealing with an incorporeal ghost, and the snippet about absorbing minds might not qualify enough for it.
