Same tier doesn't mean same AP, it means they're around that area. If we went by this logic their would literally never be a one shot in fiction.
Also yeah, Tatsumi does. He one shots 2955 megaton characters while Ryu is around 2500.

that's not that big a gap, Tatsumi is only 1.18x stonger than Ryu.

First of all I already pointed out the AP gap is small, plus Ryu is also listed as AT LEAST so there both just casual numbers.

At least is unquantifiable and thus is never used in a match.
If someone physically stomps someone stronger then you, then chances are you get stomped as well even if the gap between you two is small.
