IIRC Dagon has a statement somewhere that the water he generates is made out of pure CE and Naobito could frame that. Also if it freezes the moment he touches how would it destroy him? Not even saying I think Naoya wins, just wanna clear up confusion.

Its not THE moment he touches it, it isn't like a Gojo Domain thing where the time frame is specified. Those specifications prove how fast the applications can be.

Both when he opened his domain during Shibuya, and when he applied his Cursed Technique to his Domain Barrier a tiny bit before Sukuna did in Shinjuku Arc. And also Mahito too, when he did the same against Todo.
