Ruby is much, much faster than Juliet, but in this fight speed is equalized so... Ruby is also stronger than Juliet. Juliet slicing the UFO was 101 tons of TNT equivalent, Ruby killed a Nevermore which had a durability of 141 tons of TNT equivalent.

Given that Ruby has higher strength and durability, more combat experience and greater versatility when using dust, I'd say she should take it.
