requirement to be listed as possibly [insert tier]?

I have noticed some characters profiles say likely [insert teir] or possibly [insert tier] so I now ask the question, what defines being listed as possibly low 2-C or likely low 2-C? rewording: what requirements does a character have to meet in order for them to be listed as possibly low 2-C or likely low 2-C? Because as far as I know this was never clearly defined
 
Likely and Possibly apply when a character has a hypothetical statistic but lacks conclusive feats for them.

The only difference is whether or not the statistic is favorable given "x" reasoning (Lord of Games is likely 2-C based on the idea that he is implied to have created the universes for other Rareware games and by viewing them as fiction)

Medea Pideth Machina is possibly 2-C based on fusing universes together, but over an extended period of time.

In short, likely is favorable, possibly is unlikely.

I know it wasn't a low 2-C example, but I hope this was somewhat helpful.

That thread has gone through a great deal of discussion. I want to assure you, your view and opinion on the matter is not being ignored. It's just that the Low 2-C rating is contradicted by context, as Reb mentioned.
