Regarding Yoda vs Dooku

Given the contextually non-casual nature of Yoda during the duel, could the Yoda vs Dooku be considered a valid point for upgrading Dooku to Tier 4?

How Is Mace 4-B, and Dooku isn't ? Dooku was equal to Mace,and then becomes even stronger as a Sith ? Obviously Mace got stronger as well, but Dooku has been shown to at the very least keep up with Yoda. Anakin even more so when focused absolutely decimated Dooku, and has been stated numerous of times to be the most powerful Jedi
