Naruto is rated at 8-B scaling to Sasuke's Katon which yeilded 214 tons. According to the AP page on this wiki that falls under Multi-City Block Level which is 8-A. So everyone that scales to 8-B should be upgraded to 8-A.

Sasuke's Katon is 13 tons. The calc got corrected in the comments.
