Reaction Speed question

Let’s say a character has MHS combat speed and FTL reaction speed. Later on the character far eclipses his previous self, should that now make him FTL in combat speed?

That might sound dumb I know but I do see it in profiles like Raiden, where his MGS2 self has only MHS reaction speed but his MGS4 self has MHS overall speed due to scaling above his MGS2 self as said on his verse page: “Superior characters like Raiden in MGS4 are Massively Hypersonic due to Raiden being faster than previously before

It depends on how its expIained in-verse
if their Iatter seIf is simpIy far faster then before, thats not enough for FtI, but if its expIicitIy stated that they can bIitz their past seIf, then FtI shouId be fine.

An exampIe that comes to mind wouId be in cases where a character fights his past seIf via some turn of events, and bIitzes that past seIf in speed
