I would argue this could be a stomp, but Excalibur doesn't resort to his usual speed amps quickly like he does in Base. I think my vote goes to Sonic here, though.

+ Overall greater versatility due to his larger amount of abilities (such as the Spin Dash), a plethora of Resistances that counter Rayas' Fate Manipulation, and access to his Soul Surge for Stat Amps.
+ Greater fighting prowess, the intelligence section speaks for itself here I feel.
+ Better stamina
+ I  believe better swordsmanship, but I'm not 100% on that.
+ Speed Amps he can fall back on to essentially immediately counter Rayas' Accelerated Development and likely blitz him.

Not sure if this is too much of a stomp, since Excalibur is one of Sonic's lamer transformations in terms of any broken fighting tactics.
