Well, that's a shame.

Papyrus might have a whole arsenal of powers and gadgets to shift the odds in his favor;

In terms of magic, Papyrus wields a strong mastery over bone magic, which he can use in a variety of ways. Bone Barrier gives him a temporary shield that can deflect any projectile twice and was strong enough to no-sell Sans' Gaster Blasters (Inverted Fate Sans has an ATK posesses 29 ATK). Bone Barrage fills the arena with small, moving bones that delete projectiles they contact and he should have similar Danmaku to his canon counterpart. Blue Attacks will only hurt his opponent if they attempt to move through them as opposed to allowing it to pass harmlessly through, which he usually uses to keep someone stationary. Blue Mode lets him turn his opponent's soul blue, giving it "gravity" and allowing him to more easily hit his foes. Gaster Blasters are Papyrus' strongest attacks, animal-like skulls that fire powerful lasers from their maws which are "ARE METAPHORICALLY COOL AND LITERALLY QUITE HOT" to the point that a single blaster could reduce a bed into ash

Concocterest has variety of random effects. These range from status buffs and debuffs (To speed, attack and defense, INV frames) to changing enemy attack colors (Turning them Blue harmless to those who stand still, turning them Orange makes them harmless to those who move, and turning them Green makes them heal whoever they hit), grant the user regen, cast poison, buff or decrease enemy attack/accuracy/def….

Now in terms of gadgets, his Hover Board gives decent maneuverability in the air. Papyrus's Shrink Ray might be useful depending on how his opponent becomes? Papyrus' "fancy science ray" can enlarge rooms and make Papyrus a titan, but that would only make him a bigger target, Papyrus' Zero-Gravity Gun speaks for itself and, last but not least, Orange Mode helps Papyrus evade attacks.

Papyrus also has a bunch of other miscellaneous powers, might as well also list em. Toon Force lets him "walk on air", so it might be useful if his opponent ever destroys his Hover Board. His powernull is too limited to be of much help. Afterimage Creation might help him evade attacks?

Unfortunately none of it matters, cause Broly's just going to punch Papyrus once and he'd die :P

Then again, Broly has no resistance to Soul Manipulation and soul damage, so technically speaking, Papyrus could also fold Broly.
