If you are talking about the comicbook characters, then probably yes. If you are talking about the movie characters, then they are in different continuities.
 
Well, the X-Men and Avengers movies are not part of the same continuity.
 
Okay. Sorry. I do not know if they have ever been compared with each other in terms of strength.
