Quick question, but let's just say there's this deity that created the universe and has the powers to create universes and all that good stuff, but he doesn't have multiversal levels of power or the abilities to put him on that scale. He doesn't have time-stopping abilities himself.
So let's say he got into a fight against someone who has the the ability to stop time, and tries to use it against him, but it HAS no effect on him since he's still able to move and walk around like it's no big deal. Would that inherently make that deity 4-D, aka "High Universe Level" or low Multiversal simply because time doesnt work on this man, unless I read the wiki tier list wrong.
