Question about tier

From what I understand, no. The transcendence needed is to the system and definitions of 1-A. Ergo if a structure transcends 1-A a thousand times over but still plays by 1-A rules they are still bound to its definition. But if the structure is in a state of existence such that the guidelines for 1-A itself are lesser no matter how complex they become or how high they go. Then it's High 1-A.

Rather than transcending the structure, you should transcend the very rules and qualifications that make it such a high tier, somehow.

So that's 1-A, and what if I transcend the 1-A+ structure? Is it enough for High 1-A?

Nope, since VSBW liken H1-A to an inaccessible cardinal, you cannot reach H1-A no matter how many times you transcend 1-A or 1-A+ structure.
If you showed such transcendence that would be completely inaccessible for 1-A+ cosmology, you would be H1-A.
You can think like as an example for this λ < κ, then 2^λ < κ, Of course provided that κ is a regular cardinal and κ>Aleph-0.
Here is λ can even Aleph-ω^ω^ω... or bigger thing than that if you want, but 2^λ will be still less than κ.
