Question about the Warp

Since the warp is beyond and trascends the materium, which is comprised of an uncountable amout of higher dimensions, shouldn't affecting/manipulating even it's most basic layer be a 1-B feat ?

No seriously, that's literally how the Warp works at the fundamental level, a see of every thought that has ever existed and not existed given literal meaning.
