So, when he's affected by Kryptonite does that mean his power level is reduced to 9-B, 9-C or ect from 4-B? Otherwise I don't see how Batman can take him on even weakened at some points unless this is PIS?

I think you may be right on a bullet can harm him when affected by Kryptonite.

Because I seen a clip where when Power/Super Girl was affected she could get her skin scratched easily to the point of drawing blood.

Kryptonite always makes him weak enough to get hurt by whoever he's facing. It's a plot device after all.

Yep sometimes kryptonite can do more to superman then other times. Sometimes the character has huge amounts of it and it effects superman but not much, other times a tiny amount can bring him to his knees, it really is inconsistent.
