Question about Invulnerability

So on our Invulnerability page it it needs to be explained and make sure it's not just super high durability. It also says Invulnerability won't save a character from an attack from a higher dimension of power which translates to a 3-A character's Invalnerabilty won't save them from a Low 2-C characters attack.

My question is do we also count characters being Invulnerable to others of a higher tier but in the same dimension. What I mean is, would Holly's Invalnerabilty save her from a 9-A to High 3-A attacks or do we only say she's Invalnerable to 9-B attacks and under?.

I'm pretty sure it's up to what's demonstrated. If she's invulnerable on a 9-A scale we don't assume she can't be killed by a tier 4.
