Can a character use fate manipulation to manipulate the probability of not being hit?

Can probability be considered fate manipulation if he uses probality hax to avoid the fate he faces.

If a character uses Fate Manipulation to choose a possibility in the future where it won't get hit, that's Fate Manipulation, but if it use Possibility Manipulation to reduce their chance of being hit to 0 in the present, that's Probability Manipulation.

If it manipulates future probabilities to avoid the fate it is facing, this is Fate Manipulation. Both abilities have a wide range of uses in fiction, so things like this need to be judged on a case-by-case basis; for example, not every Manipulation of Fate can control infinite/finite future possibilities, nor can every Manipulation of Probability control the possibilities that exist in the present to alter inevitable fate.
Is fate manipulation a stronger form of probability manipulation?
Definitely not, it all depends on the nature of the ability. To give quantitative examples, a probability manipulation that manipulates infinite possibilities is more functional than a Fate Manipulation that controls the possibility of a limited number of futures.
