Question about conceptual manipulation type 2

CM 2 can be considered a power that has as an attribute a "conception" that the user can apply to anything?

for example: character Y has the "division" attribute and with that he can divide anything in a "universal" way, even things like thoughts, physical damage, probability, destiny and ideas

Could the "division" attribute in this case be considered a type 2 concept even though it has not been declared a concept?

It would only be a concept if it's been described to act like a concept. It being a "Division" attribute that can divide a bunch of stuff is too vague for Type 2.
