Question about CM2

I just read several threads about Conceptual Manipulation, then I realized that being able to manipulate the Concept of Space-Time without further explanation is just a CM3 feat according to DT. Therefore I want to ask a few things

1. Why does the Space-Time Concept by Default only get CM3? Does that mean that the Space-Time Concept even though it works on a Universal scale is not CM2 without further explanation?

If so, does a concept that works on a universal scale not necessarily get CM Type 2 if there is no explanation that the concept is also tied to the Universe?

Yeah no further explanation. And space-time doesn't inherently work on a universal scale, that's why more context would be needed.
 
How did it happen? isn't space-time by default within the universal range?
Like DT said, the context is whats needed to qualify it for cm2. And universal range isn't what makes it cm2, its the fact the concept governs all reality within its area of influence. Say a character has space-time conceptual manip, but this only works for them and not as a universal, it would only be for cm3.
