Ok say we got goku going up against a reality manipulator, let's say its end of dbz goku and the reality manipulator has speed of light reactions, perceptions and movement. Wouldn't goku just be able to dodge the reality warping cheese? Assuming he is aware that it would one shot him. Or is it just instantiations cheese? Like BOOM! You got your reality warped.

Depends on the specifics. Sometimes, the effects have no travel time. There's no weird blast or whatever to dodge, someone just decides you no longer exist and you just don't anymore.

Reality Warping is an ambiguosly power, it could be require a though, a gesture, or be always active.

How do we equate that into a speed equalized fight? There has to be a rate of which you can affect something right? So you say there is no travel time or it's just always active, would it be justified in interpreting that as infinite speed?

No, is just considered aoe, if the ability require a though the is perception speed vs opponent situational speed, if is passive then is always active.
