So if I need to ask anything that could Potentially change a characters power it this the right place to answer and post about it?

No problem. Basically Q&A is "why this character has existence erasure" while Content Revision is "this character should/shouldn't have existence erasure", for example

Is it possible to still ask questions and a possible change on the other board?

Sure, just ask a discussion mod/admin to move the thread to the other board
