Underworld shadow's tier in profile (here) where shadow is in Solar system level tier seems to be outdated, since in the new Halloween event called "Fourth wall" shadow encounters a special enemy called Architect who reviles himself to be the creator of the verse and that they all (Including the great empty void, which lies beyond the portal) are nothing but figments of his spoiled mind (hinting that he's the writer). Which also means that he completely transcends even the great empty void (the primordial void, from which all of creation came from) which would place the True Architect (Representation of the Game Developers) at low complex multiversal level and the True Architect's avatar (A fictional representation of himself, which he creates to interact with his creation, who is also the one we end up fighting in the event) at Multiverse level to likely multiverse level+ since it is suggested by his background he sees the entire verse as a stage where he's the script writer and can force people to say dialogues against their will, like how he does to puppeteer (here) and also because the great empty void has given birth to at least half a billion timelines at some point, and defeating him would place underworld shadow at Multiverse level to likely multiverse level+
