Yes, it's from Sheer Cold.

If it lands, then it usually OHKO's so it being Absolute zero makes a bit of sense (I will check the statement later, just in case though.)

Seems more solid then this as the gameplay effect is made to support it, breaking someone's spirit is used as figurative launguage anyway.

At best this should only apply to Galar-dex Pokemon who resist the Fairy type. Otherwise, just anyone it's shown to be used on in the anime/manga/a cutscene.
