This is a basic ability of a world keeper, which is the one that you mentioned is pursuing the technology path while our protagonist is pursuing the magic path. Making some people born ahead of their time in magic abilities.

Alright, but I don't see how is this changing their fate, the fate seems more unchanged while it happens. It sounds more age manipulation or time manipulation.
