1. Does omnipresence mean you're immeasurable speed by default

1.No it doesn't .Immeasurable>Omnipresence .
Omnipresent beings are bound by their range .Fused Zamasu for example is omnipresent but only has low 2-C range . whereas Immeasurable beings can be anywhere they want and aren't bound by any range .

2.Hypersonic omnipresent ?Well sounds interesting.Normally NO. but if the author explains it somehow then probably yes

Omnipresent isn't speed it's a state of being .So an Omnipresent being can have hypersonic attack speed (For example of it's stated that "X" has an attack /move that travels at hypersonic speed .If the author explains it ,that is )
 
1. No, in fact, unless you have temporal Omnipresence then even Omnipresent attacks can't hit someone who has Immeasurable Speed. They don't react in Zero Seconds, they react before the attack is even launched, and dodge before it exists. At the same time, like Diablo said, Omnipresence is bound by Tier while Speed in general is not. High 1-B can be FTL and Tier 9 can be MFTL and the Tier 9 will blitz the High 1-B, though they won't be able to actually kill them. At the same time if your 2-C Omnipresent, then a 2-B being can just strike you from outside of your range. And unlike you, their "Speed" does not act as a set limitation.

Though if you do have Temporal Omnipresence then the battle is over before it even begins even if they have Immeasurable speed.


2. If they use Avatars (False Bodies) then sure, other than that it is simply an anti-feat.
 
Omnipresence in itself isn't speed, but rather size. Though movement speed basically doesn't matter if omnipresent since they're like so massive to the point of being everywhere. Though combat speed can still be variable.
 
1. depends on the kind of omnipresence, you can say that it "emulates" the higher levels of speeds, spatial omnipresence mimic's infinite attack speed by already being where it has to land and everywhere, while temporal omnipresence mimics immensurable speed since your body and mind is across time.

so depends on the kind, i'd say it goes infinite speed < spatial omnipresence < immensurable < temporal omnipresence

2. spatially yep, their reactions can be limited, temporally, no, since your reactions are across time

i think a good way to see it is that spatialpresence has the range while temporalpresence has the speed
