It does, but it is limited to applications of information type 2 manipulation. So it may even be completely useless in practice. For example, being able to change information type 2 via an ability does not mean that you can kick a information type 2 based type 1 abstract character.

I disagree with giving Ada information manipulation and consequently give to all who demonstrated resistance to Ada's omnipotence resistance to information manipulation. The quote that attributes omnipotence to information manipulation refers exclusively to the gods, as they use omnipotence as a language of creation capable of creating worlds. We never see Ada do this or be mentioned as being able to do it. Furthermore, shinjutsu clearly becomes stronger and loses its weaknesses the stronger the user becomes, so in this case we cannot give Ada a power that she has never demonstrated.
