Nanites eliminating 95% of the human population and restoring the Earth's environment

Alright, so, I would like to have some assistance regarding what tier would a machine consisting of nanomachines capable of, as the title says, eliminating 95% of the human population and restoring the Earth's environment, be.

I plan on making the Surge verse since it is not currently in the wiki. So for a bit of lore, it should be around the 2070s and mankind has exhausted most if not all resources of the Earth and screwing up the entire environment thanks to global warming and other environmental issues. CREO (A corporation within the Surge verse) created a process called Project UTOPIA, which was meant to send nanites into the atmosphere via a rocket to restore the environment at the cost of 95% of the human population dying. These nanites later develop a consciousness (that being the final boss of the Surge, Rogue Process) which is later defeated by Warren (the player character of the Surge), however, the nanites were still launched into the atmosphere, making Project UTOPIA a success.

I would like to know as to what tier would these nanites be considered?
 
I'm more concerned about if that's even calculable or not.
That's the tough part. Even with the information, it may not even be possible to calculate, as we don't exactly know how exactly Rogue Process killed 95% of humanity. I do know that it did do it, as in the canon ending, it survives the fight against Warren and even stated itself that "its nanites do a quick and clean job" as a "clean slate for those that remain" (source).

From the fight with Rogue Process as well as some enemies made of the same nanites as Rogue Process, I know that it is capable of changing its shape to anything (source). Nanite Masses, an in-game enemy, are be capable of using electricity and shooting them as beams, as well as being undefeatable via physical damage, instead requiring to be overcharged (source), and as Rogue Process is made of the same nanites as these Nanite Masses, it should have the same abilities as the Nanite Masses, as well as in the fight with Warren, Rogue Process is seen using electricity (source). Another ability Rogue Process should be capable of is assimilation of organic creatures, or at least humans due to the existence of Chrysalis Troopers (source), which are, as well, made of the same nanites as Rogue Process.

I do not know if all this information will be of assistance to the possibility of it being calculable, as I don't think anyone knows what exactly is Rogue Process' full extent of its powers. But I do think it could make Pre-launch Rogue Process possible to be calculated in the least.
 
Well I would personally go for vaporization, and I remember there being a pre-made calc for vaporizing the entire human population, so you could adapt it.
 
They're nanomachines, so no real destruction would occur to be calced, it would be them infiltrating the humans bodies and destroying it at the molecular level individually, a common application of nanomachines.

This just would be a good demonstration of the nanites efficiency than any tier of power.
