Nagisa Momoe vs Han Jee-Han

Speed is equalized here, so the light speed arrows are a bit of a mute point. They move at the same speed as everything else in a speed equalized match.
 
The speed is equalized to whomever has the lower speed. In this case, that would be Han. Equalized speed applies to everything. Including abilities meant to specifically augment speed. (Though, something like time slow would still work like normal, as it direct influences time, not speed).
 
His attacks are actually slightly faster than his flight speed, as they're normally ahead of him when he's flying. But yeah, his attacks are anywhere from superhuman to transonic in speed. But the same applies to his opponent in a speed equalized match.
 
You can't restrict type 7.

And speed equal simply means "ignore the speed stat"

actualy, speed amp was discusssed and is now allowed to be used during battles
