Maybe Vandalieu can be one of the last spots? He (currently) is relatively low in tier (7-A), but the amount of haxs he have at his age is ridiculous, and there are even more missing that I will add after.

Thought Timmy have a lot of haxs and is much above Van in tier (don't know if in the future that could change) he can't resistance many haxs of Van, mainly the madness manip, mind manip and corruption made with eye contact, this isn't done with magic by the way (and even if it was done with it I honestly don't think Timmy resist) and they can work even against higher dimensonal beings. So if to decide the place in the ranking one need to defeat others instead of just have a high tier then Van should be placed above Timmy.
 
The strongest Agumon page is high 1-C, so it should be 10
Gabumon is one level of transcendence above kingprotea, so should be 11
Madoka Kaname I think would go above Fu.
He was an adult in a former life, but if he counts Rimuru would go below Fu
Persona/SMT is apparently going to be heavily revised soon, so it might be better to hold off on adding Ren/Akechi (or Nanashi/other SMT IVA characters who are also applicable here)

How about Athena or Poseidon from saint seiya. The mind is thousands of years old, but the body is a teenagers. Also, they are pretty haxed
