I haven't posted in a while! Hi, guys. So, here's the raw deal:
Rock Lee cannot use ninjutsu. He has displayed no ability to perform the Clone Jutsu, the Substitution Jutsu, the Temporary Paralysis Jutsu, or the Transformation Jutsu. In a previous thread from almost exactly a year ago, someone mentioned that "the clone technique is required to pass the ninja academy", but I believe it's a faulty assumption that this particular jutsu was the final exam requirement of the Academy for every year. Even if it were, I believe it's very clear that Might Guy intervened on Lee's behalf given the progression of Lee's background as told through the flashbacks in the Chunin Exams and elsewhere.
Some things to take note of: Even Naruto is shown producing defective Clones and defective Transformations, evidence of Naruto actually using chakra to create an expression of Ninjutsu, but in every flashback of Lee's Academy years, he is shown to be incapable of producing even the puff of white smoke to indicate that he'd successfully cast a ninjutsu, despite weaving the necessary seals.
Lee's clothing and height remains the same between his failing to Transform or produce a Clone and the flashbacks of his post-graduation self, suggesting that very little time passed between Lee "graduating" and the flashbacks of his failure to use Ninjutsu.
He has never used the Substitution Jutsu, despite it being qualitatively superior to all other forms of escape from attack that Lee is shown using in the series, based upon our definition of it. He has only ever physically dodged or blocked the attacks and jutsu of others.
He has never used the Clone Jutsu or the Transformation Jutsu, despite both having enormous utility, especially the former for setting up feints in taijutsu.
Not even in his own comedy spin-off series does he uses either of these four jutsu (at least to my knowledge, but I haven't watched EVERY episode.)
Even IF he SOMEHOW can produce a stable, passing Clone Jutsu as the specific final exam requirement, why is it automatically assumed that he's capable of Transformation, Temporary Paralysis and Substitution?
And then, if he can use these four jutsu, why can't use any other ninjutsu? The entire point of his character as stated and shown multiple times is that while he possesses chakra and is capable of chakra control feats like walking on water and adhering to surfaces, he fundamentally lacks the ability to express his chakra as ninjutsu or genjutsu.
