This consider these two calc here a bit of scaling.
The High Hypersonic speed would scale to..pretty much anyone in combat and reaction speed. Possibly in general too, since some monsters attacks merely with physical tackles (Implying they can move fast enough to blitze a high hypersonic character). Also to Story Mode characters.
Since most Monsters can survive fire/lava for a bit, it should scale to everyone's durability, and thus to their AP. City Block should apply to high-tier monsters such as Nether Mobs, End Mobs, Wolves, Golems and Illagers. Even if the calc isn't accepted, they can all survive a lighting bolt, so they would be Building level either way.
Also, Endermen can canonically harm the Ender Dragon in group, and many Iron Golems can poses a challenge to the Wither. And Wolves can really help Steve in fight. High tier monsters like the Enderman, Iron Golems and Wolves should get a "likely Town level" from scaling to the bosses.
