Rules:


1 - Michael will be equipped with taser and electrical stick and Richie will be equipped with his Ghostface costume and Buck 120 hunting knife

2 - Speed equalized

3 - Battle took place in Freddy Fazbear Pizza (Movie Version)

4 - Fight to death

Richie has a significant gap in ap, pain tolerance, and skilled with his knife and has great stealth. voting richie
 
So Mike is currently rated 10-A on his profile. However, he has a feat of breaking someone's nose which can be either 241 J or 815 J. This along with his taser means he won't have any trouble harming Richie who's 375 J. On the other hand, his durability is a whopping 3775 J (likely downscaling) due to him being able to take casual hits from the animatronics. Richie can mitigate this somewhat through piercing damage but it's still going to be very difficult for him to hurt Mike rather than vice versa. They're both stealthy, has the same LS, and Richie is probably the least skilled Ghostface in terms of direct combat feats as the majority of his kills involve stealth against helpless victims. He was getting beaten up pretty hard by those who can actually defend themselves.

With all of that being said, I'll be voting the Night Guard for ridiculously higher durability.

OP never specified any keys for both characters, so we can assume 9-B Richie is used.
