I looked through these scans and I don't they really support your claim- or they just prove accelerated development which I've agreed with or we already went over

The potential and its "danger/risk" that it speaks of is directly in line with what X is- the very first robot with thought processes like a human. The limitless possibilities just refers to what humans can do, a whole bunch of things that a mere programmed robot cannot do, along with the fact that being just like a human, said individual would be extremely dangerous. The potential and danger comes with the fact that X is like a human that can think freely.
The Sigma scene in MHX refers to the fact that armor upgrades exist, but more importantly that he made X fulfill his potential of being able to harm other sentient things unlike robots, and made the choice to seek power to defeat his enemies
This one is actually fine, but this is from X6 and its... translations. However I'll simply argue with this in mind, X never extrapolates on what exactly he means, but even if we assume that it's just "it decreases when used for evil" that just simply means that X doesn't know jack, it's not like he does extensive research on Zero's body- of course he would say that something like that because he believes Zero is a good guy
The second of portable glory. Rockman X2: Soul Eraser felt more in-tune with the rest of the series than the first GameBoy game did, like a more proper induction into the timeline rather than just …

The fourth of glory. Very good shiz, had funky anime cut-scenes and music similar to how Rockman 8 was. To save space and to make things easier, I am not gonna include the official English in this …

Both of these are about the potential to grow- I don't know what to tell you- I've already agreed to them becoming stronger over time.
Script from the game Mega Man X5, X's storyline only (See also: Zero's storyline). (Back at Hunter Base.) Signas: Emergency! Dynamo has come back here to attack! What on earth does he want?! Well it doesn't matter, we have to fight him! (X teleports to where Dynamo is.) Dynamo: Nice to see you...

This scan says nothing about physical strength. Somewhat like X, Sigma's wishing for Zero to become (or in this case, return to being) a crazy crashout, that is a completely mental thing- Sigma believes that Zero reaching this mental state would fulfill his potential and become what he was originally intended to be (which would "fulfill his potential"). The generic line of "you had so much potential" also just means "you could have been X thing" most of the time
Script from the game Mega Man Zero. (The scene opens as Ciel and a group of Resistance soldiers are running from enemy Pantheons.) Ciel and soldiers: (Puff Puff Puff) Arggghhhh! (Some of the Resistance soldiers try to slow down the Pantheons with guns, but they are gunned down by the enemy.)...

Script from the game Mega Man Zero 2. (The scene opens as a cloaked Zero struggles through a sandstorm in the middle of a desert.) Narrator: It has been a year since Zero chose to take a different path from Ciel... He still fights against Neo Arcadia. But these battles have lost meaning for him...

First off Zero isn't the Z-Saber. But even if we say that this applies to Zero himself, this statement can only refer to two things.
A. Zero's Skills and the Star System to unlocked new moves, obviously skill based, and obviously not what we're looking for.
B. The new weapons the Z-Saber can take on in the form of the Triple Rod, Shield Boomerang, etc. That or its ability to change shape as said in the OCW glossary. None of these are an increase in power.
For the Zero 2 scan, this refers to the Form System, which for the most part, have Zero trading off some abilities to gain new ones- for example, the X Form increases his Buster performance while lowering his Saber performance- holistically, Zero doesn't really get much stronger. It just demonstrates his body's potential to adapt to new styles of combat, reallocating his pros and cons, thus, showing how it can limitlessly adapt- therefore, limitless potential.
ah yes the clearly weakened fraction of X left after his soul got split up and he struggled to sustain his existence in reality or even use his power that much. lets not ignore context now. X and Zero normally are quite on par, with it being treated as X being the one coming up on top in the end, with even zero admitting this.
Fair enough, but I'm just trying to illustrate that the statement would be claiming that X and Zero are always no matter what are on the top when there are things that are stronger than them at points in time (Lumine using Paradise Lost is an example, but since the statement says that only X and Zero can match each other, Lumine must be below them even though clearly Lumine can one shot them).
The armor is stated to make him stronger then normal, with it clearly refering to durability. base zero overpowers the armor, even while amped so his ap is above his far stronger durability.
So you're saying that base Armored Omega is tougher than the Original Body? Yes, it does strengthen him, but by how much? If someone put on jeans, they do get tougher, after all, clothes are meant to protect you, but not that much stronger- same with the fruit analogy, the flesh is designed by nature to protect the inside core of said fruit... even though its clearly weaker. If you put a big rock behind some chainmail armor instead of a human, that rock is still getting that extra protection (strengthening its defenses) even if it doesn't matter as much
If Weil really could make something so tough why would he even want to use the Original Body so bad? He might as well just create his own robot. After all, Ragnarok is already destructive enough to enforce his plans.
We literally see him just undo the damage Zero and Harpuia did to him, and its not until the end of the game where zero hits him hard enough to outright overpower him from doing that again. idk what else to tell you.
I think we're just never going to agree on this. I cannot comprehend the idea of "getting up" from an attack in the form of lighting up and lifting your arms back up is regeneration or "undoing damage"
the virus is continously adapting and it gets to the point where they cant even standardly interact with it without an upgrade part in mega man x5. he gets new bodies, but the being itself of the sigma virus is constantly growing stronger and adapting.
Adapting to new situations is something viruses do, yes, in real life we worry about viruses adapting and becoming resistant over time. Does adapting to a new medicine and surviving it somehow make the virus stronger and say, punch holes through veins or something? No, it just adapts to that thing.
Regardless if I agree or disagree sigma gets stronger passively, Sigma... just isn't Omega. They are two different people and should be judged differently. Just because one program continously updates when you dont open it doesn't mean that all programs (in this case data) do.
None of the characters are truly "dead". they continue to exist as lingering data just like omega, look at x challenge's entire plot. several of the mavericks of the games "died" but they can just come back at any time cuz they are still somewhere as data. Hidden phantom is "dead" but not really, the basis behind him being stronger is zero clearly going toe to toe with all 3 phases back to back with an amped omega and zero in the end having the upper edge, with omega falling to his knees first and even after all of ailes growth and upscaling omega is still treated as strong. Hidden Phantom offscreen, was able to become strong enough to still throw hands with a zero 3 zero, with a zero 1 zero being described to stop all the guardians fighting him at once. and again Cyber Elf X is a nerfed fraction of X that doesn't compare to Elf Wars X why are we arguing this. Prime X would clearly be superior to the guardians yet compare this fraction vs Hidden Phantom in Zero 3, its clearly not the same.
The series directly correlates new stuff like this as upgrades and outright getting stronger, there is no reason or instance these characters would be stagnant unless its specifically like data from the past being used. and again, hidden phantom fought on par, despite in zero 1 being treated as immensely inferior even as a collective group by copy x, who in the end even zero saw as weak.
An "upgrade" doesn't mean that every stat gets stronger. Take X1 Dash Boots for example, it gives X an upgrade, in the form of the dash ability. That doesn't suddenly mean his Buster gets stronger. Some guy getting a new weapon doesn't make him stronger. Neither does showing a new technique. Heck, Copy X Mk II was a downgrade as I've stated before. If we are using this as a metric, Omega in ZX has showcased a grand total of NO NEW MOVES to prove that he is stronger than last time- unless the ability to heal wounds with Rekkoha counts somehow.
The primary arguement of Phantom fighting Zero in Z3 is more solid than that, but Zero won both times with no means of telling that Phantom got stronger. Zero could have beaten him just as easy as before. I think we have different interpretations as to the jumps in strength the AD actually gives, because it's not as though Zero is like 140234x stronger or smth, otherwise no Guardian would be able to do the feats they did against Omega at the end if they were that weak in comparison.
As for the copy x part, we've been through it so I won't bother trying to convince you on something we won't agree on.
you can make this case for like layer who just uses a saber, but alia has no reason or showings to have changed their body and such, they kinda just hop in the action, along with the durability also scaling. It should also be noted this is treated as canon [link was Alia Maverick Hunter FIeld Guide] and cant just be dismissed as fun little bonus thing you can do.
Could have sworn that Reploids can "arm and dearm" themselves though that can just mean to take away more standard weapons. Still, at the very least, Alia is physically around to get an upgrade, and she straight up physically looks different in X8 than say, X5. Omega in the meantime... is d e a d. I am not arguing its canonicity, I am just saying that if you were gonna just use "it's just a bonus lmao" as the argument against Omega fighting ZX, then I don't see why I can't do the same here
