- Consistently regarded as much much stronger than Full Phoenix Force Cyclops [ By Cyclops himself ] , who felt his power was Endless and had no limits. Cyclops should be far stronger than every other iteration of the Phoenix, considering those were all just facets of the Phoenix, Cyclops had a notable portion of it's power

Indications from said comics based on Feat:
The only other time he had the fullest extent of the Phoenix Force's power was his fight with God Doom, and he actually held his own. He was blown back in seconds by Malloy.
I am not saying God Doom [ Basically Doom w/ Beyonders' Powers , plus his previous power, which in Secret Wars could hold back the Beyonders] <<<<< Matthew Malloy, but it is what the comics imply though, and as such should be noted ] .
Statement :
Stated to be at the very least comparable to [Secret Wars] Franklin Richards by Cyclops at the time, who apparently had Omniscience at the time , if not much stronger via implied indications .
Implications of Said Statement :
He is also ridiculously superior to [Secret Wars] Franklin Richards, who in Secret Wars [ A few months later after Malloy's Rewriting out of history, which Secret Wars and Ultimates is canon to Full Phoenix Force Cyclops , so the feat scales to Matthew Malloy due to indirect comparisons ] effortlessly manipulated the Superstructure like a Child's Plaything [ Obviously it's not creating it, but still counts as an truly insane feat ] , that was destroyed by the Beyonders, which was everything shown in MU beforehand other than the Outside [ Due toKevin Brashear being the only entity being outside the Omniverse in Ultimates { Which regardless of what Al Swing meant, sort of implies this in one way or another, because things such as : Cosmic Vortex, True Oblivion , Eternity's Realm { Which was highlighted in Ultimates quite a bit } , and a few Outerversal Realms existed before that ... and many people entered those ... Yet Kevin Brashear is the only being that made it outside of the Omniverse ... So the Omniverse in Secret Wars and Ultimates encompasses all the 1-A realms sans the Outside based on implications } which is canon to Secret Wars through several references to it. It is also... Due to it's nature being outside Imaginatio ] according to narration.
- HIs power comes from the Third Dimension ( NO idea what this is supposed to be )
- Was compared to quite a few people by Cyclops in power and personality before being disintegrated to no return [ FR , Legion , Phoenix, Dark Phoenix , Scarlet Witch during House of M ] as well as being the largest mutant energy source, which would scale to anything Cerebro scanned .

Conclusions
JUST based on scaling to Franklin Richards' feat and scaling in Secret Wars: He could literally be ANYWHERE on the tier 2 - tier 1 [ Likely tier 1, i am just unsure to what end TBH ] scale .
