Then I vote Goku for his massive amount of Martial Arts experience and Transformation.

Marina is overall stronger, SBA rules apply it is Night time to allow Goku to Transform, however her being stronger and having a massive lifting strength gives her a great advantage if she get her hands on Goku at any point. Also when Goku transforms he loses basically any skill he has and is a berserker with no control, which may honestly make it easer for Marina.

Nope. he is in High 8-C and tier jumping isn't allowed, he caps here at 11 tons. and also uhh why doesnt he have an "higher in Oozaru form" for any key past his intial keys? also speed is equalized and I dont think Oozaru counts as a speed amp considering its a new form entirely? I know speed amps are allowed but does Oozaru count?

Im not sure if it does though since Oozaru just...doesnt appear in any key despite Goku still having his tail in many of these keys and even transforming during these time periods the keys represent.

I kinda hate Oozaru here, cause yeah it makes him stronger but it makes the fight more boring hypothetically cause he loses all skill and Marina is Large Building + so with Oozaru Goku taps out at 11 tons, and assuming minimum, Marina is 6.5 tons so not even twice as strong. Id much rather a battle of skill then big strong monkey.

Plus its not even a transformation Goku willingly chooses to use.

uhh Marina doesn't have anything to defines her tier...but she's atleast 6.5 and Goku is above someone who survived a 3.72 tons worth of tnt from the explosion of a plane crash.
