In my opinion, Madara wins.
Momoshiki's weakness is taijutsu, thats what madara speciallizes in as he has 5 limbo clones he casually overwhelms momoshiki

I think Madara mid high diff
No plot restrained Madara actually uses rinnegan moves and stomps imo

Depends really, any ninjutsu Madara tries can and will be used against him, leaving him with only taijutsu. Momoshiki was fighting two God tiers at a time but when he seperated them, he was doing fine and almost killed Sasuke. Madara, however was almost killed by one god tier.
Add in the fact that Rinnegan users can see Limbo clones then Madara loses surpise factor for his special technque. On the otherhand, Momoshiki's rinnegan ability will be known only AFTER he gets to use it.
I'd say Momoshiki mid-high diff mainly due to hacks.

Madara uses genjutsu, aptures momoshiki, uses limbo and sever momos head, no plot-nerfed-madara is more or less the stongest being in naruto, in his most powerful version only his chakra was second to kaguya, but he should be able to still win in a fight between them ^_^
