Scar Dead + Encounter. Medaka can also use All Fiction to make the time it takes her to do something 0, which would make her essencially instantaneous in speed.

Medaka stomps with Encounter and All Fiction. Speed and physical damage essentially do not play any part of this because of those abilities.
