I personally say Moltres due to my personal bias for pokemon. plus moltres and luffy have a huge movepool. this is gonna be close.

well moltres also has mountain level durability. but if luffy threw a rock at him then maybe a one-hit KO XD

i think moltres would be too fired up to lose his stamina.
