His profile looked seemingly ok awhile ago but looks like everything was turned to basically unknown. If I may suggest an edit,
His attack potency should be At least Small Town level in base form scaling from Velvet, as she and her crew fought both Jude and Milla at once. [[1]] (Jude and Milla vs four people who scale to Velvet at once)
And as we know from Xillia 2, Ludger in his base form killed every single one of his party members in the Bad Ending, who all also roughly scale to Jude and Milla. [[2]] So he took on Jude, Milla, Muzèt, Gaius, Alvin, Rowen, Leia, and Elise all by himself. Casual small town level in base form.
As for Chromatus, he should be Universe level+ since he's capable of destroying Fractured Dimensions/Time Factors which are literally described as alternate timelines/universes. [[3]]
Speed should be At least Hypersonic in base form scaling from Velvet again(travel, and reactions at least with Superhuman combat speed for Dual Blades/Hammer and at least Supersonic with his guns), and at least Hypersonic with Chromatus, should be significantly superior to his base form.
Durability would be the same as both instances of attack potency for fighting the party and Chronos.
Lifting Strength at least Average Human level in both forms.
Striking Strength the same as attack potency as both forms.
Stamina would also be very high for the feat of him soloing his own party.
